Steps to reproduce:
1. Open two tabs
2. Focus the second one
3. Move the mouse to the new tab plus icon
4. Switch to the first tab with a keyboard shortcut (ctrl+tab)
Actual results:
The new tab plus icon has a vertical line (see screenshot)
Expected results:
The new tab plus icon should be restored, and show highlighting like it usually does.
