Maybe add this function in firefox (as in opera)? It's very usefull opportunity.

Trying to understand your request here.
Are you trying to have all plugins work kind of like what flashblock does for flash? So that for each attempt to use the plugin you have to allow the plugin to execute? IF so I owuld think an extension would be the best way to do this.
Or, is the idea to only initialize a plugin on first reference to try to improve browser start-up time?

yes, but can be configured to disable this behavior (check-box).
