To reproduce:
1. Open a new bug or other form
2. go to the search bar in the chrome
3. you should be able to hold down "CMD" and then search to open the search in a new window
Recommendation:
Holding down "CMD" and clicking any link,form,submit should open the results in a new tab.
Currently Safari does this.
This should also work for javascript links - it can be frustrating when such links either won't open at all in a new tab, or open but show something else.

This is a regression from Netscape 4. It used to be possible to open form submits in a new window.

Cmd+Enter in the search bar is covered by bug 237027. The search bar in chrome is a special case where Alt+Enter rather than Cmd+Enter opens a new tab, for hysterical reasons.
Cmd+Enter in web page forms is covered by bug 17754. This isn't controversial, just hard.

The only one unresolved use case(open in a new window/tab) is submitting form in a new window/tab. So this bug is now a duplicate of Bug 17754.
