Whenever I use a Flex application and then try open a new tab by Clicking Ctrl+T no new tab is opened

Reproducible: Always

Steps to Reproduce:
1.Open any Flex application on the 3.0.11 browser
2. Now try to open a new tab by Key board shortcut "Ctrl+T"
3. No new tab is opened unless and until we click it from file menu or double click behind the tab if multiple tabs are opened.
Actual Results:  
No new tab is opened with key board shortcut

Expected Results:  
It should open a new tab.

What is a flex application ?
Is that for example a full page plugin page that gets the ctrl+T instead of the browser window ?

yes its an full-page plugin page. and this issue is only when I open this flex application and work on it. If I am navigating to address bar trying to click Ctrl+T new tab is opening.
