This is a reland of commit cd7e829a114ee196030543876e06d5ddd88c26d9

Original change's description:

[CompositeClipPathAnimations] Virtualize all tests with clip path anim

As part of preparation to enable the feature on by default. This
increases the coverage on the feature nominally, as well as allowing
for easily making the tests virtual only to avoid issues with the
compositor thread not existing in the test environment.
