Bug 1608279 and related bugs' patches touches a lot of files after 103 cycle, and it blocks ESR102 uplift.
Uplifting all related rewrites to ESR 102 will make future uplift easier, at least until the code gets heavily modified after ESMified.

So far, mostly straightforward rebase (and some reorder) seems to pass tests

I'll verify the result and then post the patches here, possibly with zip of patches, to avoid extra review from 60+ reviewers.

I think it might make more sense to approach this with some roll-up patches rather than a series of 200+ commits, but let me think about this more. Given that next week is RC week, I also think we should wait to do this in a couple weeks early in the next cycle.
