Details
I've added some workaround for the test harness in bug 1771930,
but that's not sufficient when newtab JSMs are actually converted to system ESM.
It needs some fix to babel plugin and some other in the harness/mock.

I think bug 1780825 and maybe bug 1780074 have superseded this?

Yes, this seems to be fixed by bug 1780074 patches.
