resistFingerprinting on Android should spoof OS version 10 because Android 10 is the most common Android version in the market (according to StatCounter):
38.63% = Android 10
18.02% = Android 9
12.44% = Android 11
9.17% = Android 8.1
...
And Mozilla's own Android telemetry:
23.27% = Android 10 (API 29)
17.33% = Android 9 (API 28)
9.12% = Android 11 (API 30)
8.35% = Android 7.1 (API 25)
7.82% = Android 8.1 (API 27)

I think Tor Project would prefer a flag day for this: 91 sounds good
