re-enable layout.css.serialize-grid-implicit-tracks in firefox 75

Bug 1619538 disabled layout.css.serialize-grid-implicit-tracks. It turns out this causes breakage and the spec change is being reconsidered so we should also roll back our change.

Experimenter is the source of truth for details and delivery. Changes to Bugzilla are not reflected in Experimenter and will not change delivery configuration.

We have finished testing the [PI-574] - Pref rollout for layout.css.serialize-grid-implicit-tracks Rollout.

Quality status: GREEN - SHIP IT

Why is this rollout green?

• We haven’t found any issues during testing.

Testing Summary:

• Verified that the "layout.css.serialize-grid-implicit-tracks" pref has the "false" value by default.
• Verified that the test page displays 3 fails:

1. Property grid-template-columns value '[a] 21px [b] repeat(auto-fill, [c] 22px [d] 23px [e]) [f] 24px [g]'
2. Property grid-template-columns value '[a] 21px [b c] repeat(auto-fill, [d e] 22px [f g h] 23px [i j k l]) [m n] 24px [o]'
3. Property grid-template-columns value '[a] repeat(2, [b] 20px [c d] 21px [e f g]) [h i] repeat(auto-fit, [j] 22px [k l m] 23px [n o p q]) [r s]'

• Verified that the user is correctly enrolled in the Pref Rollout.
• Verified that the "layout.css.serialize-grid-implicit-tracks" pref is flipped to "true”.
• Verified that the enrollment telemetry event is displayed in the "about:telemetry" page.
• Verified that the test page displays 4 fails while the pref is flipped to “true”:

1. Property grid-template-columns value '[a] 21px [b] repeat(auto-fill, [c] 22px [d] 23px [e]) [f] 24px [g]'
2. Property grid-template-columns value '[a] 21px [b c] repeat(auto-fill, [d e] 22px [f g h] 23px [i j k l]) [m n] 24px [o]'

• Verified that the Rollout recipe is executed but doesn't change the targeted pref if it was modified by the user.
• Verified that the active users are not unenrolled on recipe disable.
• Verified that resetting a user modified value returns to the recipe set value.
