We're currently using two different and old versions of cctools on (non-cross) mac builds.

The version we update to is the current result from the
macosx64-cctools-port toolchain job.
(gotten with `mach artifact toolchain --from-build macosx64-cctools-port --nounpack`
and uploaded to tooltool)
