_delayedStartup imports TelemetryTimestamps.jsm only for adding these timestamps: http://searchfox.org/mozilla-central/rev/fcd9f1480d65f1a5df2acda97eb07a7e133f6ed4/browser/base/content/browser.js#1250-1253 They're pretty old and I'm skeptical that anybody uses the data we're collecting here.
I misinterpreted / forgot the point of telemetry "timestamps." They're not so much individually useful but contribute to a startup timeline, and it makes sense for delayedStartup to be recognized there.
