This week the CSSWG resolved to publish an updated CR:

Summary: the two value text-overflow syntax is being bumped to css-ui-4 (due to lack of any other implementer besides Mozilla showing implementation interest), caret-color no longer at-risk, and directional nav properties back to at-risk.
