1319484 - Add stylo to substs and mozinfo

We need a "stylo" annotation in mozinfo so we can run tests conditional on presence of stylo. While we're here, we should add a stylo flag to substs because other things will inevitably use it.

Previously, we recorded it in defines. Let's add it in substs so more
tools can key off it.

This will allow tests, etc to conditionally run depending on Stylo's
presence.
