Steps to reproduce:
Click buttons in toolbar to open panels in Firefox.
Actual results:
The Bookmarks and Firefox menu panels open when mouse button is pressed. Downloads, History, Sidebars, Dev tools and Text encoding options' panels open when mouse button is released.
Expected results:
All arrow panels included in Firefox open consistently on click, either when mouse pressed or released.
Note: the Bookmark and Firefox menu arrow panels are higher than the others. This is probably related to Bug 925284 - Arrow panels are visually inconsistent across the UI and look awkward .

Edit bookmark panel and Pocket panel also follow behaviour of Downloads, History etc panels
