STR:
1. Create a fresh profile (not necessary, probably).
2. Visit gmail.com and log in
3. Position the cursor over the top half of the list of messages.
4. Try to scroll using the trackpad on a laptop.
Actual: No scrolling
Expected: Should scroll
I can reproduce this 100%, although sometimes it will start to scroll at random. I'm not sure what triggers it. Being in the top half of the screen might have something to do with it not scrolling. Also, when it *does* scroll, it feels a bit laggy.
I've tested with both MOZ_USE_XINPUT2 and without. It happens either way.

In general, scrolling feels laggier with APZ. I guess that's a separate bug though.
